I.  JOB SUMMARY 

The purpose of this position is to assist the Director of Finance in overseeing the financial operations of the City.  Other duties include planning and assisting with policies and procedures; advising on financial activities; overseeing budgets and expenditures; evaluating, documenting and reporting on events and activities to senior management, and other duties as required.

 

 II.  EDUCATION REQUIREMENTS 

Requires broad knowledge in a general professional or technical field.  Requires a Bachelor's Degree in Accounting, Finance, or related field.

 

Requires five (5) years of accounting experience.  Governmental Accounting preferred.

 

III.     EMPLOYMENT REQUIREMENTS

  • Applicant will be subject to a complete background investigation. Incomplete, inaccurate and/or failure to report information will cause the applicant rejection from consideration.
  • Applicant must take and pass a pre-employment drug test administered by the City of Edinburg at the City's expense.
  • Must have a current valid class "C" driver's license from the Texas Department of Public Safety with a satisfactory driving record.
  • Must be bondable.
  • Bilingual English/Spanish Preferred.

V.  ESSENTIAL JOB FUNCTIONS

Note:  This information is intended to be descriptive of the key responsibilities of the position.  The list of essential functions below does not identify all duties performed by any single incumbent in this position. 

 

  • Assist with preparation of City annual budget; prepare automobile, machine and equipment lists for each department; prepare summary worksheets and summary reports for each revenue and expenditure account; prepare Proposed Budget letter to include budget highlights; prepare graphs, ordinance and summaries for inclusion in the final budget; and review each department budget packet for accuracy.
  • Assist with the completion of the City comprehensive annual financial report; assist with preparation of the Transmittal Letter, Management Discussion and Analysis Report; prepare graphs and charts for the independent auditor's CAFR presentation; take annual inventory count of fuel tanks and department warehouse material; and review completed financial report for accuracy.
  • Oversee the City's fixed asset system; obtain supporting documentation for each asset; prepare the fixed asset, additions/retirement and construction in progress schedules for each fund; enter newly acquired assets and retire assets no longer in possession of the City; prepare documentation schedules and journal entries to reclassify expenditures; and ensure the fixed asset system is reconciled to general ledger.
  • Assist the Purchasing Agent with answering purchasing related questions from departments; update purchasing policies and manuals; assist with administration of City's P-Card program.
  • Provide administrative assistance to Finance department; review accounts payable folder and submitted agenda items; assisting with policy, procedure and planning for financial operations; transfer monthly balances from legacy system to current financial system; prepare reports and agenda items; and provide support on use of financial software application.

The job has no significant exposure to hazards and physical demands are low. Duties involve working with light weight materials, and/or using force equal to lifting 20 pounds.
